Kurzbeschreibung:

In the framework of the partnership programme between the European Commission and the Council of Europe in the field of youth, the two institutions are organising, in cooperation with the SALTO Resource Centre for Eastern Europe and Caucasus, a seminar on youth policy development in Eastern Europe and Caucasus, to be held  on 14-15 July 2011  in Odessa/ Ukraine.

The purpose of this seminar is firstly, to present the results of national studies on youth policies in the region of Eastern Europe and Caucasus conducted in 2010 by experts from the region on behalf of the EU-CoE youth partnership; and secondly, to present and discuss European Youth Policies of both the European Union and the Council of Europe and related field of actions, in particular:
a) in the European Union: the renewed framework for European cooperation in the youth field, particularly the field of action “Youth in the World” and the flagship initiative “Youth on the Move”;
b) the Council of Europe youth policy for the next decade, “Agenda 2020”, including activities focusing on intergovernmental co-operation and standard setting.

In addition it is planned to discuss national priorities and strategies in youth policy, eg in health prevention or employment policies.
The participants of the seminar will be :

  • Representatives of the Council of Europe (including statutory bodies: CDEJ and AC)
  • representatives of the European Commission (DG EAC, EEAS, EU-Delegation in Kiev)
  • delegations from each country in the EECA region, representing public youth policy making, youth NGO’s and researchers (list of regional CDEJ members see annex I);
  • the European Youth Forum;
  • the SALTO Resource Centre EECA;
  • Representative of the UNDP Youth Social Inclusion for Civic Engagement in Ukraine;
  • delegations of other interested EU and CoE member states;
  • representatives of the research community;
  • the EU-CoE youth partnership;
  • other local experts.


The seminar will maintain the regional approach, including Caucasus countries and the Russian Federation, for the sake of good neighbourhood relations and with a view of ensuring an efficient peer exchange. The number of participants financed by the seminar is 35 persons, which will include representatives from Eastern Europe and Caucasus. Other participants, including loc al representatives, could take part in the seminar on their own costs.

The Ministry of Education, Science, Youth and Sports, in cooperation with the Ukrainian Youth Forum and the regional youth administration will be responsible for hosting the seminar and overall budget arrangements.
